Howard Martin

Howard joined the ICB in November 2022. He was previously Director for Population Health Management and Health Inequalities at NHS Norfolk and Waveney CCG where he also had responsibility for delivery of the Covid-19 vaccination programme.

He was the Chief Finance Officer for the NHS West Norfolk CCG before the five Norfolk and Waveney CCGs merged, after which he became the Locality Director for West Norfolk. Before coming to Norfolk Howard was the Deputy Director of Finance, Contracting and Performance at the NHS West Essex Clinical Commissioning Group.

In his role with the ICB, Howard is responsible for all matters relating to the financial leadership and financial performance of the ICB, ensuring that the ICB implements a robust financial strategy. He is also responsible for ensuring system resources are effectively deployed and used to provide the best possible care for local people and the communities we serve.
